The Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 (P.L. 110-417), requires the U.S. Merchant Marine Academy (USMMA) to prescribe a policy and conduct an assessment at USMMA during each Academic Year 1 to determine the effectiveness of the policies, training, and procedures of USMMA with respect to sexual harassment and sexual violence prevention. The USMMA conducted a self assessment for the 2008-2009 Academic Year. The self assessment identified two incidents of sexual harassment and no incidents of sexual assault that were reported through the formal procedures. The two incidents occurred on commercial ships during the midshipmens at-sea training. The low number of reported incidents may mean that midshipmen were reluctant to file formal reports of incidents of sexual harassment and/or assault, a concern that has been borne out by the survey conducted the following year. In the 2009-2010 Academic Year, the Academy administered a confidential sexual assault/sexual harassment survey covering the previous 12 months to determine the extent of unreported incidents. The report and survey results were forwarded to the Office of the Secretary of Transportation for review in March 2011. The survey was given separately to midshipmen and to staff in April 2010 and June 2010, respectively. During that Academic Year, there were 103 female midshipmen enrolled, of whom 74 were on campus. Of those, 72 participated in the survey. There were 812 male midshipmen enrolled, of whom 620 were on campus. Of those, 587 participated in the survey. Most of the midshipmen, both male and female, who were not on campus were participating in their sea year training. There were 325 faculty and staff on campus, of whom 242 participated in the survey.

The objectives for this report were to (1) identify mechanisms federal agencies have in place to coordinate their efforts to combat child pornography and (2) determine whether opportunities exist to enhance coordination among federal law enforcement agencies. To achieve these objectives, among other things, we (1) interviewed appropriate officials from federal agencies involved in combating child pornography; the private sector, including a nonprofit organization; and leading electronic communications companies; (2) collected budgetary, resource allocation, and caseload data from each of the key federal agencies involved in combating child pornography; and (3) reviewed child pornography cases involving multiple federal agencies. We limited our scope to the domestic efforts of key federal law enforcement agencies involved in combating child pornography.

Ensuring people know how to recognize sexual harassment, prevent it at their commands, report it properly when it occurs and conduct themselves appropriately at all times is the most important weapon at our disposal for eliminating this problem from our Navy. This training is mandatory for all personnel at your command and should be completed by 1 January 1993.

Given the epidemic levels of sexual violence and the widespread availability of increasingly graphic pornography in the United States, it is not surprising that researchers and activists have tried to answer the question of whether there is a connection between mens use of pornography and sexual violence. Since legal controls on sexually explicit material began to loosen dramatically in the 1970s and the issue attained a new visibility, a variety of different methods have been used to try to answer that question, or at least provide clues to the answer. After two decades of research, there is little consensus, not only as to that answer but as to definitions of terms, appropriate methods of investigation, or even how to frame the question. This essay will attempt to highlight the most relevant aspects of these disputes and reach tentative conclusions that can guide people working in the field.

A randomized clinical trial was conducted to evaluate the effectiveness of the Navy Sexual Assault Intervention Training (SAIT) program for men. A four-group Solomon design was used to control for possible pretest sensitization effects. Male Navy personnel (N = 1,505) were assessed for rape knowledge, rape myth acceptance (two scales), and rape empathy after participating in the SAIT program or viewing an educational video about HIV/AIDS (comparison condition). The SAIT program was found to be effective in increasing rape knowledge, reducing rape myth acceptance, and increasing empathy for rape victims. As expected, men who had exhibited previous coercive sexual behavior, compared with those who had not, reported lower levels of knowledge, higher levels of rape myth acceptance, and less rape empathy. However, the SAIT program was generally effective in changing men's knowledge, beliefs, and feelings on the key measures, regardless of participants' histories of coercive sexual behavior.

This study seeks to explore the world of child pornography. Despite a wealth ofliterature on the topics of pornography and child sexual abuse, very little information exists on the specific subject of child pornography. The deleterious effects of child pornography on its victims is well known within the medical and social work fields. Additionally, operating as a separate subculture, the world of child pornography has its own organizations and publications that help to perpetuate the industry and the facts, there is not a large amount of research n the subject. Therefore, this study will shed light on this neglected area.

This report compares the sample distributions for those completing the DEOCS sexual harassment/sexual assault (SHSA) beta test questions between March 17 and March 24, 2011, to results from previous implementations of the core DEOCS. We tested whether those completing the additional questions related to SHSA were different demographically than those previously completing only the main DEOCS questions. In effect, we are testing the reliability and validity of the overall findings.
